Update bilby to 2.0.0 and bilby_pipe to 1.0.8

Update bilby to 2.0.0 and bilby_pipe to 1.0.8. Use the low-spin phenomd roq mode and the phenompv2_nrtidalv2 mode, which was recently implemented into bilby_pipe. This will automatically fix #542 (closed) because of the use of long-duration ROQ basis.
