updated rapipe-rift-pipe version to 0.0.8

updating rapidpe-rift-pipe version to 0.0.8 and some changes in the rapidpe.jinja2 file to include the changes in the new version. This MR also includes the changes from a previous MR !1071 (closed). !1071 (closed) can be closed after this MR is merged.

Changes in rapidpe.jinja2:

• removed unused commented-out options
• manual-logarithm-offset=: offsets likelihood by 0.5*snr**2 to avoid numpy overflow
• empty [InitialGridSetup] section uses gstlal search bias info for the initial grid by default.
• use_event_spin=True pin waveform spins to trigger values instead of zero.
• reduced number of samples.
