Use new-style readthedocs build configuration

Switch from deprecated python.version key to new build.style.tools.

Also, specify ubuntu-22.04 as the operationg system for readthedocs. This should fix the Readthedocs build, which broke several weeks ago when ligo.skymap updated the manylinux version used for wheels.
