add significant field to VOEvent XML; fix #546

@cody.messick @roberto.depietri this MR should be the main code changes with setting the significant field in voevent. Please let me know once the gracedb voevent API is updated. I will test it and report back. I have assumed that you will add a new keyword Significant to gracedb.createVOEvent which is either True or False.

(the patch for gracedb is a dependency for this MR)
