Import notice schema from igwn-gwalert-schema

This MR will import the notice schema from the new igwn-gwalert-schema package instead of downloading it during a unit test. This will allow us to use the schema for the avro-serialized notices being sent to scimma, which will fix the problem seen in #486 (closed).
