Set duration and central_frequency values in kafka notices for burst events

This MR will set the duration and central_frequency values in the kafka notices for events from mly and cwb. Currently it just leaves the values as None for olib, though I believe the olib devs are working to get appropriate duration and central_frequency fields in their uploads.
