bump ligo.em_bright version to 1.1.2

Deep Chatterjee requested to merge deep.chatterjee/gwcelery:lazy-em-bright-import into main

Previously, from gwcelery import tasks would download the ligo.em-bright data files. That is prevented until the em_bright.source_properties tasks is explicitly called.
