Source ~/.bashrc in renew-cert.sh script

Leo P. Singer requested to merge leo-singer/gwcelery:renew-cert-bashrc into main

Some programs that we need (like grid-proxy-info) are in locations that are added to the PATH by ~/.bashrc, which is executed automatically only for interactive shells, not cron jobs.
