update bilby and bilby_pipe

Soichiro Morisaki requested to merge soichiro/gwcelery:update_bilby into main
  • update them to bilby==2.1.0 and bilby_pipe==1.0.10
  • the number of spline nodes for computing calibration uncertainties is increased to 10, as the calibration error calculation of bilby was optimized
