Use live data for PE and omegascans in test deployment

It sounds like the plan for the start of ER15 is to have pipelines upload to gracedb-test until they are officially approved by ops/review for uploading to production. This MR points the test deployment at the same frames / channels as the production deployment for PE and omega scans.
