Point to kafka.test.gcn.nasa.gov instead of kafka.dev.gcn.nasa.gov

Right now only Leo has the ability to access the dev instance of GCN Kafka, so this changes the default over to the test instance since we don't have credentials set up yet for the the kafka and fermi consumers on the dev instance.
