Refactor iDQ channel configs so only playground looks for O3 channels

Refactoring !1181 (merged) so that the configs other than playground point at live O4 iDQ frames according to https://wiki.ligo.org/LSC/JRPComm/ObsRun4. Only playground points at the O3 channels since the O3 MDC replay is still happening.
