Avoid application of GCN_PRELIM_SENT for EW alerts; fix #615

  • The GCN_PRELIM_SENT label is reserved for after the dispatch of the first full BW alert. The EW alert pipeline should not apply it.

  • Add more assertions to the unittest to ensure the correct application of labels for EW, BW, and less significant alerts.
