limit the number of bilby BBH jobs to save disk space

This MR sets the maximum number of bilby BBH jobs to 5 to reduce PE disk usage. The number of BBH jobs are counted based on existing data dump pickle files, which are the largest files produced by PE and are expected to be cleaned up when jobs terminate. cc: @cody.messick @deep.chatterjee
