Setting appropriate prod/dev accounting group for RapidPE

Currently RapidPE is hard-coded to use accounting_group = ligo.dev.o4.cbc.pe.lalinferencerapid on Condor. This should not be the case for real events, so I have modified the config template to accept either, and set the appropriate group in inference.py.
