Turn off automatic playground deployment, turn on automatic test deployment

Cody Messick requested to merge cody.messick/gwcelery:update_ci_deployments into main

This is required to start using the new workflow where we run releases on playground and run main on test. Releases will need to be manually deployed to playground.
