Restart Kafka consumers when non-fatal errors arise.
This applies the fix we use for the igwn alert bootstep to restart the hop consumer that's listening to (e.g.) swift and fermi.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 22 April 2025 starting at approximately 9am PDT.
