update rapidpe-rift-pipe to 0.6.3

VINAYA VALSAN requested to merge vinaya.valsan/gwcelery:rapidpe-rift_use_pipelien_pterr into main

In version 0.6.3, Rapidpe will run on triggers from all pipelines. The pTerrestrial is taken directly from the preferred event instead of re-computing it. The methods for pBBH, pBNS, pNSBH remain the same
