Enable aggregation SSM event in super-event without generating alerts

  • ingest SSM event into supervents
  • Prefer AllSky over SSM
  • generate stock p_astro for SSM searches.
  • Keep generating em_bright for MBTA and gstlal SSM searches.
  • Exclude SSM search from the _should_publish() criteria.

The content of the alert will not consider the uploaded value of p_astro em_bright generated by gwcelery but will be based on the decision of allsky/LLgroup/management.

  • A stock p-astro file is generated to test and evaluate its usage and not (for now) to be used in alerts.
