Include rapidpe pastro in second preliminary alert.

This MR include modifications to renormalize rapidpe pastro based on the most recent preferred event pterr and include rapidpe pastro in the second preliminary alert.

  • create a function in rapidpe-rift-pipe to reweight pastro given source probabilities and pterr[rapidpe-rift/rapidpe-rift-pipe!159 (merged)].

    • release new rapidpe-rift-pipe version
    • update the version in pyproject.toml

  • modify orchestrator.py to include the renormalized pastro in the second preliminary alert.

  • Related MR userguide!253 (merged) explaining the changes.
