bump bilby version
We identified a bug introduced related to interruptions including HTCondor eviction in the v2.2.1 of Bilby and put out a hotfix release to fix this bug.
I had some issues with poetry updating the lock file and it removed a bunch of PyYAML files for some reason. Another issue is that poetry install seems to uninstall tomli which then has to be manually reinstalled to use poetry. Are there known issues with poetry?
