Draft: Generate HL skymap for HLV events

Address the issue: https://git.ligo.org/emfollow/gwcelery/-/issues/748 is also creating the skymap without using VIRGO data. That would be employed in the MDC to compare and validate 2-detector skymap,

It would also allow the automation of excluding Virgo data in case there is a DetChar issue using Virgo data.

  • Tested in the minkube deployment.
