Ingestion of SVOM ECLAIRS notices into LLAI workflow; fixes #539
This MR will ingest SVOM GRBs alerts detected by ECLAIRS instrument.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 20 January 2026 starting at approximately 900 MST (1600 UTC). It is expected to take around 30 minutes and there will be several periods of downtime throughout the maintenance. Please address any comments, concerns, or questions to the helpdesk.
