Update GWSkyNet. Fix the issue that change of preferred events does not trigger GWSkyNet

This merge request does the following changes:

  1. Updating GWSkyNet from version 2.3.0 to 2.4.0
  2. Addressing the issue that a change of preferred event of a superevent does not trigger GWSkyNet
  3. Modifying detector input binary array to represent detectors with SNR >= 4.5 instead of SNR > 0
  4. We are also working on getting the approval from the Low-latency, DAC, and Operations chairs, so the merge request may also enable the publication of GWSkyNet outputs on GraceDB by adding a public tag to the uploads.

The changes in GWSkyNet 2.4.0 have already been reviewed and signed off by the review team[review page](sign-off).
