disable alerts on production

Deep Chatterjee requested to merge deep.chatterjee/gwcelery:disable-prod-alerts into main

Leave them on for other instances.

I am applying needed-by-o4b, but this is really for the start of the engg run, to be reverted at the start of o4b.
