Draft: Do not treat cwb bbh events as CBC

This MR reverts some of the machinery in !1196 (merged). Specifically, it reverts to treating cwb-bbh events as burst events for generating alerts.

This MR leaves the em bright calculation so that cwb bbh g-events will still get em-bright files.

I am just writing this in case cwb-bbh does not get approved to send CBC notices. That review is pending review of the em bright cwb bbh results since starting to upload to playground in v2.2.1.
