update bilby_pipe version to 1.3.1

Soichiro Morisaki requested to merge soichiro.morisaki/gwcelery:update_bilby_o4b into main
  • poetry.lock and pyproject.toml: require bilby_pipe>=1.3.1.
  • gwcelery/tasks/inference.py: download skymap and pass it to bilby_pipe_gracedb to determine distance bounds.
