Add tests to catch variable type for RAVEN configuration variables; fixes #779

These additions to the tests should catch if the variables in the configuration file are something other than numbers (in this case dicts instead).

I found I couldn't do a full coinc FAR calculation offline without the tools in the next ligo-raven release.
