Pin pytest-celery to < 1.0.0

Cody Messick requested to merge cody.messick/gwcelery:bleeding_edge_fix into main

Pin pytest-celery to < 1.0.0 until we can make the changes necessary to use the newly released pytest-celery 1.0.0. Related to #801. This fixes our broken bleeding edge unit tests until then.

Note that this will need to be cherry picked to the release branch as well.
