Draft: bump em-bright to v1.2.0; ensure HasSSM compatibility

  • bump em-bright v1.2.0
  • include HasSSM in the em-bright data product
  • Update completeness condition for SSM to avoid PASTRO_READY
  • update alert schema to include HasSSM; add HasSSM to VOEvents (computing/gracedb/server!224 (diffs))
  • make ligo-follow-up-advocate compatible with HasSSM property
