Filter out Bursts from SubGRB search; fixes #814

This MR separates out so these searches work as the following:

SubGRB:

  1. Look for corresponding CBCs
  2. Look for corresponding CWB BBH events

SubGRBTargeted:

  1. Look for CBCs or Burst events, either with AllSky or BBH search
