Draft: Use Kafka for LVK GCN validator

This MR separates out work from !1485 that listens to LVK notices in order to validate them using Kafka (GCN Classic over Kafka) rather than GCN CLassic. This is something that may not want to be merged until O4 concludes and we no longer support GCN Classic notices.
