Fix spelling of PASTRO_READY label

Leo P. Singer requested to merge leo-singer/gwcelery:p-astro-label into master

I had suggested in !132 (merged) that we change the spelling of the label to P_ASTRO_READY for consistency with the name of the module and the JSON data file. However, GraceDb still expects the label to be spelled PASTRO_READY.
