Include initial and retraction alerts for mock events

Leo P. Singer requested to merge leo-singer/gwcelery:mdc-initial-and-retraction into master

Randomly apply the ADVOK or the ADVNO label with equal probability.

As a side effect, I also refactored the gwcelery.tasks.gracedb.get_superevents function so that it is a simple wrapper. The nontrivial logic was moved to gwcelery.tasks.superevents.handle.
