WIP: Validate email alerts

Code for validating GCN in text format.

I have two questions:

  • what decorators should I use on listen procedure that would check e-mail every 10 seconds
    • what should be time interval for checking e-mail messages (now: 10 seconds)
  • should I move e-mail account credentials to some LIGO email
