fix time window for SNEWS/superevent search for new SNEWS triggers

This merge request fixes the time window for SNEWS/superevent raven search when a new SNEWS trigger arrives.

It also fixes the double log messages that appear by correctly using tag_name kwarg in the latest raven repository
