WIP: Make online_pe.ini more sophisticated

Make gwcelery/templates/online_pe.ini ( https://git.ligo.org/emfollow/gwcelery/blob/master/gwcelery/templates/online_pe.ini ) more sophisticated so that online PE can generate skymap fast and precisely. Especially, I have two concerns.

  1. What is appropriate n_parallel? Should engine be lalinference_nest or lalinference_mcmc?
  2. With max-psd-length=1024, we often get the following error.
readTseries ERROR: unable to read channel H1:GDS-CALIB_STRAIN_O2Replay at times 1225814986 - 1225816010.000000   
Check the specified data duration is not too long
