updates to p_astro workflow for ER13

• p_astro for other pipelines are computed based on hardcoded values for mean counts from CBC catalog paper and hard cuts on component masses for template weighting

• p_astro gstlal updates required to accommodate for changes in bank splitting scheme; hard cuts on component masses for template weighting now used for gstlal as well
