Do not apply tag to DQR JSON file

Leo P. Singer requested to merge leo-singer/gwcelery:do-not-apply-tag-to-dqr-json-file into master

This file is a machine-readable counterpart to the human-readable log messages that check_vectors writes. Remove the data_quality tag so that it just appears in the full event log like all of the other DQR files.
