tasks/lalinference.py and tasks/orchestrator.py: update criterion for starting Parameter Estimation

After discussion with Vivien, we decided to

• upload online_pe.ini to every superevent so that people, if they want, can follow up each event easily.
• perform PE for every superevent having FAR < 1/(2 weeks)

This patch enables it. I confirmed that this patch works well with some events in gracedb-playground.
