Upload link to results and add 'PE_READY' tag when PE finishes

This patch enables

  • uploading link to posplots.html, which includes all the plots from Parameter Estimation.
  • adding PE_READY tag when PE finishes and each file out of corner plots, LALInference.fits and posplots.html exists and is not duplicated.
