Lower threshold FAR for PE in playground so that PE workflow can be tested more frequently

Soichiro Morisaki requested to merge soichiro/gwcelery:lalinference_for_playground into master

Increase the FAR threshold to 1/day. Instead, do sampling from prior with disabling spins to compensate the increase of the amount of used computational resources.
