WIP: Update how external trigger specific tasks are called

Min-A Cho requested to merge min-a.cho/gwcelery:update_exttrig_taskcalls into master
  1. calls creation of medium latency GRB/GW search circulars upon creation of excluded distances json
  2. calls the spatio-temporal coincidence FAR calculation after both skymaps are available. i.e., when the grb skymap is uploaded to gracedb
  3. creates the emcoinc_circular when the EM_COINC label is applied to external triggers

Need to work in coincident FAR * trials factor check for applying ADVREQ label, creating EM_COINC circular
