Allow iDQ to label DQV onto events based on p(glitch)
Fixes #94 (closed) and #70 (closed) (#70 (closed) caused by wrong channel names, fixed by this).
Currently DQV applications are disabled for all pipelines pending the iDQ review, but it will likely be enabled for bursts pipelines pre-O3.
