Fixed normalization of Bayes factor to ensure the proper computation of p_astro in p_astro_gstlal.py
URGENT: Upon testing on real (playground) gracedb events, it was found that the normalization of the foreground and background pdfs was happening before the threshold was being applied, thus causing incorrect P_astro values to be produced. This has now been fixed.
