templates/online_pe.jinja2: add threshold snr used to determine distance-max

Soichiro Morisaki requested to merge soichiro/gwcelery:add_threshold_snr into master

The threshold snr is used to calculate horizon distance of the detectors, which is used to determine the upper limit of distance prior. That value it now set to be the value used in O2 for now. This patch requires lscsoft/lalsuite!725 (merged) .
