Superevent logic without any sort of caching

This is an implementation of the preliminary superevent logic based on

  • gpstime of events lying inside the superevent window.
  • Right now the superevent window is set to an ad hoc value read from global config
  • Serial processing of triggers uploaded to gracedb-dev1.ligo.org to create and modify superevents
