HDF5 speedup

As per the review requirement for p_astro_gstlal: https://www.lsc-group.phys.uwm.edu/ligovirgo/cbcnote/CBCO3RatesReviews (see second bullet point under IMPORTANT PROVISIONAL STATEMENTS): the code has now been sped up significantly (from ~20 seconds to ~8-9 seconds) by using h5py to read in the weights hdf5-file contents directly as numpy arrays.
