tasks/orchestrator.py and tasks/lalinference.py: automatically generate fits and skymaps from uploaded posterior samples

Whennever a hdf5 file containing posterior samples is uploaded, the fits files and skymaps are generated. It avoids for PE ROTA person to upload fits files manually with incorrect format.
