Low Reliability Subthreshold GRBs not Processed; Fixes #174

Fixes #174 (closed). Stops any low confidence subthreshold Fermi GRB from being processed by checking that the reliability score (the measure of the confidence in the subthrehsold GRB) is 5 or above.
